Cropp, M.D., MBA (President & Chief Executive Officer @Independent Health) Michael W. Cropp, M.D., is the president and Chief Executive Officer of Independent Health. Under his leadership, the organization delivers products and services that improve the health of almost 375,000 customers – and has been consistently recognized nationally for excellence in quality, service and innovation. He serves in leadership roles on the boards of national health care organizations, including America’s Health Insurance Plans (AHIP). Dr. Cropp is chairman of the Alliance of Community Health Plans (ACHP). In addition, he has established several community initiatives to improve access, quality and affordability of health care. Dr. Cropp received his bachelor’s and medical degrees from Brown University, and completed his residency in family practice at Memorial Hospital in Pawtucket, Rhode Island, which is affiliated with Brown University. In addition to his medical education and training, Dr. Cropp earned an M.B.A. from the State University of New York at Buffalo. Shira Fischer, MD, PhD (Physician Policy Researcher @RAND Corporation) Shira H. Fischer is a Physician Policy Researcher at the RAND Corporation focusing on health information technology research and policy. She has expertise in medicine, epidemiology, and technology, and experience in both qualitative and quantitative analyses with specific expertise in medication safety and electronic records, as well as an interest in data visualization. She holds a BA in biochemical sciences from Harvard College; a PhD in Clinical and Population Health Research and an MD from the University of Massachusetts Medical School; and an MMSc in Clinical Informatics from Harvard Medical School. She also holds academic appointments at Harvard Medical School and Brigham and Women’s Hospital. Andrew Mulcahy, PhD (Senior Policy Researcher @RAND Corporation) Andrew Mulcahy, PhD is a senior policy researcher at the RAND Corporation. His key research areas are prescription drugs, payment for health care services and drugs, and policy evaluation in general. He leads projects using Medicare and other health care claims and encounter data to study health insurance coverage, insurance benefit design, and payment for health care services. His research on prescription drugs includes studies on international drug price comparisons, estimating U.S. savings from biosimilars, and drug shortages. In the area of payment, his research focuses on the accurate valuation of services under the Resource-Based Relative Value Scale system that is used by many payers to set payment rates. He earned his PhD from the University of Pennsylvania's Wharton School Health Care Management and Economics program, his MPP at Johns Hopkins University with a concentration in health policy, and his AB in molecular biology and public policy at Princeton University. Jason Aziz, PhD (Director of Healthcare Economics @New Hampshire Insurance Department) Dr. Jason Aziz’s expertise spans Public Health, Epidemiology, Nutrition, and Exercise Physiology. Dr. Aziz earned a master’s degree in Kinesiology from the University of New Hampshire and a PhD in Food Policy and Applied Nutrition Science from Tufts University. Currently serving as the Director of Health Economics at the New Hampshire Insurance Department, Dr. Aziz evaluates healthcare expenditures. His work involves healthcare price transparency, with a focus on medical and prescription drug pricing. He manages the NH Insurance Department's Healthcost website, providing valuable information on prices, quality of care, and provider options to consumers, insurance carriers, and providers. In addition to his work at the NH Insurance Department, he is a member of the NH Prescription Drug Affordability Board. He also serves on the NH State Health Assessment and State Health Improvement Plan legislative committee and the Interdisciplinary Primary Care Workforce Legislative Committee. Marilyn Bartlett (Senior Policy Fellow @National Academy for State Health Policy) Marilyn Bartlett joined the National Academy for State Health Policy in November 2019 as a senior policy fellow for its Center for Health System Costs. Before joining NASHP, Marilyn held financial management positions in various industries, narrowing her focus to health care financial management and serving as controller for a Blue Cross Blue Shield carrier, chief financial officer for a regional third-party administrator, Montana State Employee Health Plan administrator, and special projects coordinator for the Montana Commissioner of Securities and Insurance. When she took the helm of the Montana Employee Benefit Plan, she led efforts to move the plan from projected reserves of minus $9 million to positive $112 million in less than three years. For her accomplishments, she was selected as #13 of Fortune Magazine’s World’s 50 Greatest Leaders of 2019. Marilyn holds a BS degree from the University of Nevada and professional designations of CPA, CMA, CFM, and CGMA.
